1) IFO starts at 3am in US.
2) Only 1 one hour to commit.
3) Allocation too small.
Solution:
1) Change IFO time to 4pm UTC.
2) Give Private pool at least 24
3) Increase allocation.

解决方案：
1) 将 IFO 时间更改为 UTC 下午 4 点。
