@mgubrud @MichaelGemar @Dr_M_Davis It doesn't say anything about feasibility of space based solar but it does say that in-space labor being a high fraction of the cost is extremely unlikely. As you say, space-based hardware would likely be more expensive and therefore labor costs relatively LOWER.
