@bidens_diaper @J_D_Klein @HalCranmer I can't tell you why policy makers decide where and when to mandate but I would suggest that many of these differentiated decision are not because "mask work" or "masks don't work" (in reality, neither absolute statement is true, they are effective to a degree).
