@sinz54 @DrTomFrieden The idea of moving away from the notion of a temporary emergency to a more ongoing management as we do with other hazards is reasonable. Part of the problem is a gaggle of interests pushing "it's over" every time a line on a chart veers downward for about 15 minutes.
