@NoderOf @DavidSteadson @BallouxFrancois It doesn't mean any one particular thing. Taiwan and South Korea have had few lockdowns. Japan has no mask mandate (but widespread voluntary use). It means doing enough for the environment to be inhospitable to a virus, but all sorts of methods work.
