People didn't like the resulting recommendation to mask, but that doesn't make the recommendation epidemiologically wrong. Much world was still masking.

Only triggered at >28/100k reported cases day which is a very high threshold (with no accounting for testing or positivity) and it is impossible to reach "high transmission" until hospitals start to fill no matter how fast or how cases rise.
