In most crowded restaurants there are easily 20 people or more within close enough proximity. Say your own table plus 3-4 surrounding.

"Small groups" too. In groups of 3-6, most of the time, nobody is infected. When you go to a bar/restaurant and there are 50 or 100 people there, or even just 20 in close proximity, it's much higher risk.

There are several empirical studies suggesting that 100% mask use reduces spread by about 25%. Since this is a mix of various (mostly crappy) masks, more effective masks has to be more significant.
That doesn't make it "end the pandemic" though.
