Most if not all of that time period, transmission was high enough to be recommending that people wear masks. If they don't listen, then they don't, but it's a perfectly reasonable RECOMENDATION.

PEP might work if there is good access to testing and contact tracing (even if done by individuals), but PrEP isn't very useful because the virus is everywhere, not just in narrow high risk situations.
