In that case it would disinfect from previous passengers over time, even if infection from say the immediately previous passenger might not yet. But less so carrying a portable device yourself.

Even at those ACH rates you can still get meaningful buildup with very low volume per occupant and multiple emitters (quite possible with high circulation rates).
