@apoorva_nyc Cases in the community is not a good decision rule for mitigations. It feels like it should be ("If it is cold out, wear a coat"). But, in fact, contagions are quite different from weather. Wearing a coat doesn't make it less cold, but effective migrations do affect case rates.
