Nobody says "don't worry about the hurricane, it might miss" instead of "prepare for the possible hurricane and be happy if it misses".

It's been a rough two years, akin to a recession, though not exactly one. Recovery takes time, but always happens in places likely that. It's not an old mill town or something that takes a generation or two to recover, if ever.

The restaurants that will open to replace won't be the same restaurants in the same places as the ones that closed.

Restaurants have about the highest churn of any business. About 20% fail per year on average. It's probably the industry least in need of rescue systemically (individuals impact different story ofc).

@MarvinH2_G2 @alexmeshkin As usual, there's a "could" on both sides of the equation, so "could" and the existence of some possible path of escalation isn't enough. Failing to act now "could" lead to some different and more dangerous escalation later.
