@RidleyDM @BallouxFrancois Sort of. Severe disease is a narrow slice of symptomatic disease. You can have a large reduction in severe disease w/o much reduction in symptomatic (as now) but you can also have a large reduction in symptomatic without ANY reduction in severe.

With rare exception the third party is much more likely to stop paying rent during an economic downturn, when there will not be ample replacement tenants at the same (or any?) price, and the property value may well decline significantly as well.

For drug dealing, it is the act of exchanging drugs for money. With something like this there isn't one. He talked to people, whether that is a crime depends entirely on why and how.

The physical act of talking to people is not a crime, it only becomes a crime once it is part of an effort to accomplish illegal goals. Possession of marijuana (ignoring states decirm/legal) is not sometimes legal, sometimes not.
