It's nearly PoW-equivalent ("nearly" because the proposer themselves still knows in advance when they'll propose).

@PatrickAlphaC @glenweyl @theshteves @JonCo11ins One really important mathematical fact to get your head around with QV is that it's optimal to make votes that sum to zero. If your votes sum to x > 0, you can shift them down and they'll be equally effective but cost fewer credits.
The UI could even enforce sum = 0 if desired.
