MKR tokens are used by its holders to vote on every Governance proposal.

Everyone can propose to MakerDAO the need for a new Core Unit.
Everyone can use its MKR in order to vote, or delegate, for approving or declining Core Units proposals, just like any other change or improvement process proposed to Maker.
