“The Howey Test does not, nor has it ever, offered regulatory clarity for digital assets. It does not include a clear definition and is not an agency-created rule. The industry desperately needs a definition, and the DCCPA is the perfect vehicle for that,” says @denelledixon.

"It is encouraging to see the bill set out a process for listing stablecoins and that it is consistent with the PWG Report that payment stablecoins are not securities. We agree," says @DenelleDixon.

“Anyone can walk into a local MoneyGram location with one hundred dollars in cash and, in minutes from start to finish, can have one hundred virtual dollars in USDC deposited into their digital wallet without experiencing outsized fees and uncertain wait times,” says Denelle.
