I think this is a still frame which is suffering from severe motion blur which creates the illusion of a human-like shape wearing a wolf or fox mask.
I bet if they search the immediate area in daylight they might find something which explains it.

Notice the detail of the chain link fence and the loss of detail of the object just 6' away from it.
That makes me think there are no details, at all.
